NAPAS:   A national association of protection and advocacy systems and client assistance program, assumes leadership in promoting and strengthening the role and performance of its members in providing quality legally based advocacy services. We are a voluntary membership organization for the federally mandated nationwide network of disability rights agencies, protection & advocacy systems (P&A's), and client assistance programs (CAP's).

NAPAS was created to:   facilitate coordination of its members; represent the needs of members to federal agencies and Congress and provide technical assistance and training which enhance their effectiveness on the state and local level under ATTAC of NAPAS.

ATTAC:   The advocacy training and technical assistance center is operated by NAPAS. It is a federal interagency project for the Administration on Developmental Disabilities, Center for Mental Health Services and Rehabilitation Services Administration.
